When using combinable discounts in Shopify, you need to be a little careful when using "shareable URLs" that don't require you to enter a code. You can't combine two or more discounts in a URL, and only the last one applied will be active. Any codes you want to combine must be entered at checkout.
Please note that if you try to apply both combined discounts with a "shareable link", the first one applied will be deleted.
